Brother Carter was born in Barren County on November 1st 1946. He went to school at Jefferson County Elementary and High Schools. Brother Carter went to college in Louisville, Kentucky 1965 to1973 and Birmingham, Alabama 1982 to 1985. His family is very much a part of his life. His son David Scott Carter is married with two children and is a Past Master of Boaz No.850. Brother Carter's daughter, Kimberly Ann Carter, is married with two children. He married Joline Robinson on Thanksgiving Day 2000.Brother Carter's long time friend and one time work associate Most Worshipful Past Grand Master Brother John E. Moyer, along with his father and brother inspired him to become a Mason and join Boaz Lodge 850. Brother Carter was raised to the Sublime Degree of Master Mason in April 1979 at Boaz Lodge No. 850 and served as Master there twice, once in 1985 and again in 1990. He went on to serve as District Deputy Grand Master of District No. 14 of the Grand Lodge of Kentucky for the year October 1995 thru October 1996.Other affiliated bodies include 32?
